Scholarship offer

My DS received 2 nominations and is waiting to hear if he will be offered an appointment to USAFA. In the meantime, he was offered a full ROTC scholarship from one of his top choice schools including room and board. He doesn’t HAVE to decide immediately but they are pushing for a decision as only one of these scholarships are offered. If he waits too long and turns it down, nobody else will be offered the scholarship but he really wants USAFA. He’s being offered the perfect plan B but feels guilty for holding out for plan A when it could be affecting someone else. I know he’s far from the only one who’s come across this so I was really hoping for advice...thanks!!
 
I really respect him thinking of others. My response might be going against the grain, but I think he should hold out.

If he’s special enough / qualified enough that he’s the only one receiving this top scholarship, then chances are he’s going to receive an appointment. And if he doesn’t receive one but rejects the scholarship, then he’s the one at a loss. Ultimately, only one person will lose this scholarship. And if he waits to make a decision, then there could still be an opportunity for someone else to receive that scholarship and he gets his top choice. And if he waits and no one receives the scholarship, then only one person is really missing out anyway.

I have no insight on admissions and if what I just said is true. It might be a super selfish response, but I know I would kick myself if I won this scholarship and rejected it only to not receive an appointment. I also would be upset if I accepted it only to receive an appointment and not be able to go to the academy.
