Recruiter just informed me of this and said I will have an interview with his CO. Is this a good sign of hopefully receiving a scholarship?

Thank you!

Congrats! An ISR is an Immediate Scholarship Reservation. That means you don't meet any boards because your app was stellar. The interview with the CO will be about the ISR and he/she will ask you to sign an acceptance (that can be waived later). At least, that's what happened with my daughter. She and I went to the interview (we were both invited), chatted with the CO (a lot of questions about my daughter's career ideas), then the CO left us to discuss the offer and my daughter signed it. In the end, though, she ended up going AFROTC after initially receiving a Type 2 but then having the school's detachment commander offer her a Type 1 if she accepted EA at that school. Good luck and good on you!

Absolutely a good sign. It is important whether the recruiter said you were selected for and ISR or being considered for one. Each Naval recruiting district has a set number of ISRs to award. The process for awarding them varies by the CO of each district. In my DS' case, the CO decided who he wanted to award the ISRs to, then interviewed each candidate. He told my DS that he was required to interview every candidate he awards an ISR to. He asked my DS for his assurance that he would use the ISR is awarded it, unless he received an appointment to an SA (which he wasn't even pursuing). In other districts the ISRs are awarded more competitively, where the CO will interview a number of applicants before deciding who to award them to. Keep in mind, if you are awarded the ISR, your file still has to go before the scholarship selection board, but this is just to be sure you meet all the qualifications. This can take a couple months, but it will come.

That explains a lot. My daughter got her ISR the first week of Sept. but then had to wait 2 months for the paperwork. We would ask about this but we were never told that the file still had to go before the board. Now, this makes sense.
