My congressman is asking applicants to mail all the parts of the application together in one package including the letters of rec. I have received one so far in a PDF form, but upon examining the requirements further it says every letter has to be signed. Does anyone know if an electronic signature counts or if I have to get the letter phyisically signed by the individual? It is possible, but a lot more difficult with online school and COVID going on. I understand this may be a question to ask the specific congressman as well, but I wanted to check here if anyone had any insight into this.

Oh goody! If you got a pdf, then lucky you, you can read it!!

To answer your question - call and/or email and ask.

But, I would probably circle back to your recommender, ask for multiple signed copies for as many as you might possibly (I mean that - possibly, not probably!) need through your application cycle. And be specific - how many for "your nomination" to "this service academy" and the catch all "your program" for civilian colleges and scholarship apps. If your recommender was this responsive in August, he/she will likely be an organized person willing to give you multiple signed copies of each type. That will make it so much easier as scholarships come up and then you just ask permission to submit that letter to X program/scholarship! Make life easy for your recommender - state exactly how many signed each way, and make sure to include your mailing address or offer to pick it up from their front porch or whatever. Then you can leave a thank you gift on their doorstep.
