It looks like you are at the candidate portal - if I go to
https://www.usma.edu/admissions/summer-program, I see the message "The SLE Application for summer 2019 is not open yet.
Applications for Summer 2019 will be opened on January 15, 2019."
I am seeing the same thing which has me worried. I emailed my regional technician. Hopefully they get back to me soon. I know others have already finished their application and do not see this page.
I started my application a couple hours ago too. When it asks you for login information, you need to obtain the login information first. You do that by filling out the candidate questionnaire on the apply section of the USMA website. When you have finished the candidate questionnaire, USMA will automatically email you login information for your new portal account. You can then sign into the portal by creating your new password (Geez they had so many character and symbol requirements for that). There is a button in the portal to choose to apply for SLE. Actually, SLE doesn't open until later, 15 JAN 2019, I believe so as of now, there is only an interest button that says USMA will contact you to remind you when SLE opens within the next 24 to 48 hrs. There was probably no need to have contacted a technician.
West Point Admissions just posted this saying that the portal is now open, but when I go to the page I need log in information in order to access the application. Could it be that depending on where you live in the country, it opens at different times? 
This is what I see. I live in New York, so I have a feeling that it’s that.
