Social media access during 1st year at USCGA

Does anyone have information regarding social media usage during freshman year at the USCGA? Reading through the student handbook I came across this:

“Cadet Regulations currently prohibit Fourth Class (freshmen) cadets from using Facebook or other social media/networking sites or instant messaging systems while at the Academy.”

This is the current requirement. Admitted cadets will get more information prior to R-day. Basically, you want to be off all social media in advance of reporting. Cadets will receive a briefing on how to communicate with each other during the 4/c year. Also, cellphone use is banned during SWAB summer. Cadets will get access to their phones at the end of Swab summer when they complete Sea Trials. Also, they will get access to their phones during their week on Eagle, the Academy's tall sailing ship.
 
Yes, No Social media allowed this is pretty much for the whole time at CGA they will need to delete or deactivate all accounts before R-day sometimes they will get Social Media privileges at times after the first year . Also Cell phone reception is very spotty in the barracks and building at the Academy.
 
And do not "manage" your DS or DD social media while they are at Swab Summer or 4C year. The cadre will find out and DS or DD will suffer. They should delete or at a minimum deactivate their accounts, probably as soon as they receive an appointment. Their accounts will be monitored.

This is not true. After 4/c year, there are no restrictions on it.
 
Are you allowed to have social media accounts but not use them? I'm just curious because I have some accounts that either I don't have the password to or that can't be deleted.
 
To clear up as much confusion as possible, as there is always lots in the days leading up to R-Day, this comes from the current version of the Cadet Regs.

11. 4/c Social Media Policy.
a. 4/c cadets must deactivate all social media. As a general rule, if a site allows users to create a profile, add friends, and/or subscribe to other users, 4/c cadets may not have an active account on that site. This includes all services that provide instantaneous communication through the computer, regardless of whether or not they use that portion of the program. 4/c cadets are not permitted to visit web sites that fit these descriptions.

b. Unauthorized sites include but are not limited to:
(1) Facebook
(2) MySpace
(3) Pinterest
(4) Instagram
(5) Snap Chat

c. To facilitate opportunities to contact family members from home, 4/c cadets are authorized to use WhatsApp, Group Me, Skype and Face Time and other mobile device based video calls. However, 4/c are only authorized to make a video call during 4/c liberty hours.
