Travel order document states "You should make travel arrangements that will insure your presence at the Academy by: 0600, 28 June 2023" but my portal's reporting time is 0700-0745. Which is the correct time to arrive at the Academy, 6 or 7-7:45?

Travel order is just generic. Your report time is the portal time, so you are supposed to be there for 0700-0745. I'm guessing you are an Aggressor or a Barbarian. Good luck and enjoy the ride.
