Yes, good point. But the risk is not only to New Cadets undergoing training, but also to those who come in contact with them should they asymptotically carry coronavirus.
To get to R-Day New Cadets have to travel and come in contact with the general public, many by airplane through NYC airports. During training, they will also come in contact with Officers, NCO"s, and civilians of all ages. Those people will then go home to their families, some of whom may have pre-existing medical conditions.
I presume the title is meant to suggest that R-Day will occur on June 29th as scheduled. No change to R-Day has been made and it may occur on June 29th. However, West Point's response plan to COVID-19 considers a delay possible, and sets a goal of having R-Day sometime in the first half of July.
Before R-Day can occur, the cadre must return to West Point and complete all of the preparation and training that needs to be accomplished prior to R-Day. That will not occur until the Class of 2020 has been brought back, graduated, commissioned, and out-processed. Still possible with return of 2020 tentatively planned for mid-May, but time is tight.
