I'm a LOA recipient and am sidemen qualified. I called my Congressman's office two weeks ago. According to the nomination packet, decisions were supposed to be mailed mid-December. According to the guy in charge of moms, the decisions have been made and finalized for weeks, but they are waiting for the Congressman to sign off on them. This is literally the only thing left for me before an appointment. In the meantime, I've been running all over the place finishing up apps. I procrastinated on them because I was told decisions would be rendered mid-December. But alas, that was not to be.

My question, if slates have to submitted by the 31st, where will I hear from first, snail mail or my candidate portal?

It will depend on your congressman. DS found out on his portal before he received the letter. His MOC reported his slate to SA the same day he mailed the letters to his nominees. Therefore we knew 3 days before the letter arrive. The same thing happened with his appointment. It showed up on his portal 5 days before the package got here.

Did you only apply to one congressman? Did you make him aware of your LOA? Hopefully you did not depend on that information coming from the SA.

I applied to all of my eligible sources. I did make them all aware of my LoA status. I also live in VA, making Senatorial nominations very competitive. I didn't get one of their noms, but I haven't heard from my Congressman or the other senator.

I would be surprised if you didn't get your congressman's nom. My DS had a LOA as well and got a rejection from one MOC. We assume that they must be talking, which would be unuasual for our state (NC). The congressman promised his nomination decision before Christmas...it cam out two weeks ago. Our second senator has yet to inform his slate. Non worries until February 1. Then I would notify your admissions officer. Never fear, if you were a strong enough candidate to get an LOA then you are going to get a nom. They are just keeping your anxiety levels up.
