Student Government?

I know this has nothing to do with USAFA but Im confused about SGA. Do you have to be selected to join in an election or if you run do you get in. I was looking at my schools class council and saw people in it who were not elected but ran.

Every school has an executive board comprised of elected students and a sort of cabinet of appointed students.
