I think so?? Your application would not be considered "Complete, Pending Review," without them though.
 
Yes you can. BUT. Make sure you are communicating with them and stay on top of it. My son had a teacher who was unexpectedly out (as in, for months) and then a guidance office in a major transition / understaffed situation. In spite of his putting in requests in May, they weren't done til October. Took months with lots of follow up (and follow up on the follow up) on his part to get them all in, I know that. Same thing with his NROTC application. The recommendations done by people affiliated with the Navy not surprisingly went off without a hitch. But the teachers and guidance counselor took some pretty serious heroics to get in. So just be careful and assume nothing! If nothing else, it's another opportunity to build perseverance and advanced communication skills.
