Will it hurt your application or look bad if you get an offer to summer seminar, then reject it?
 
No. It's not a factor for Admissions. However, if you do attend, then it can give you more insight into USNA and provide some good experiences to talk about during various interviews (MOC and BGO) and possibly give you some things to using in essays. The majority of those appointed did not go to SS.

Ok thank you. I would like to attend, but may have a conflict
 
Exact same thing happened to my current plebe - was offered a spot in summer seminar, but had to decline because of a conflict that arose. Emailed the person in charge of summer seminar and explained the situation. Declining the spot was a non-issue. And ended up getting to experience the yard on a CVW a couple of months later. It all worked out. Good luck!
