Teacher recommendations

My daughter is applying to USAFA for the class of 2025. She is struggling with a math teacher recommendation. Her junior year teacher did not speak or write English very well(tough in a pre-calc class), but she has never had her senior year instructor. Does she use her junior year instructor and hope he communicates well enough? Or wait until late fall and use the senior year instructor, hoping that he will get to know her?
