Third Degree Summer Assignments

Does anyone know how the selections for soaring and jump are made for the third degree summer assignment? Do academic, military, and athletic GPA influence the decision? If one does not get chosen for soaring or jump, are one's chances of obtaining a pilot slot decreased? Also, can soaring or jump be done at any other time? If one is selected for space ops, does that carry a negative connotation?
