On my last visit to the USCGA I spoke with Capt Fredie who is the head of Admissions. He said that if anyone did not get accepted that they should contact him and he will speak with you about what you could do to improve your application in case you want to reapply. If you did not receive his contact information then call admissions.
 
My DS did that and it was very informative. It’s actually incredible that he takes the time to do this. It was much appreciated.
If you don't mind, was it by phone or email? I haven't been successful to reach him by email. I suppose I didn't want to impose while he had all other things going one due to COVID 19, so I emailed and justed waited thinking that he will respond at his convenience.
 
I would call the Admissions office and give them your info for him to call you back if you are not hearing via email. The admissions office is pretty busy at the moment but you must be persistent.
 
My daughter was able to talk with Captain Fredie about her application this morning and found it extremely helpful and encouraging.

All files are wiped clean. It was highly recommended to have new fresh recommendations and leadership experiences, not from high school. If that's not possible, then they suggested waiting until later in the application process when you've obtained new grades/recommendations.
 
Encourage your DS to talk to his AO about the application he submitted last fall. There's a gap here between closing down 2020 and spinning up the new 2021 cycle where they have a chance to do this. They can help identify his strengths to build around and where his app could be improved next time. And he could also ask about how to approach a new app from a new school.

Did your DS already call and speak to Capt Fredie? I would start with that to see how he can improve his application. Admissions will also be able to answer his other questions.
