Too late to apply for NROTC-MO?

I know the cutoff is 31 January, but in reality is it too late to submit? DS thinking he will do a prep year if he does not get into Annapolis or selected for NAPS the first go, but just want to make sure we have every option on the table.
 
No such thing as "too late" as long as they don't miss the ROTC deadline.

It definitely hurt his chances that he's applying this late, and he would have had to apply to colleges where their deadlines may have also passed, but I know plenty of people who have applied in late Dec/early Jan and gotten a ROTC schoolarship. They were STELLAR candidates (top of our ROTC class) which I'm sure helped.

Not too late, my DS switched to MO after his interview. Due to his maxed out pfa he was encouraged to go MO. He ended up getting it and AF.
