Any advice on arranging the interview with the individual is responsible for conducting the interviews?
I contacted the NROTC central office for the information of the person in charge of my region. I have emailed him three times and left voice mail messages twice, but cannot seem to get in contact with him. I know that I am entering the game pretty late and that it would be a miracle if someone would be able to conduct the interview. Any suggestions appreciated, thank you.
 
If you live near a university with an NROTC unit, you could contact them about an interview. If not, contact the unit at your #1 school and request an interview via Skype.
Would this be applicable for the scholarship as well, or is that interview different?

I'm not sure if I understand the question. My suggestion was for a way to complete your officer interview for the NROTC scholarship. My DS had his interview with an officer at a local Naval Officer program office, but the interviews can, and often are, done by officers at NROTC units. They can be done in person and, according to previous information on this forum, they can often also be done via Skype.
 
I believe what they are saying is that an officer with a NROTC can conduct the NROTC scholarship interview. Contact the battalion at the school you listed first on your application.

For my DS the hardest part of his NROTC application was scheduling an interview. He got the runaround and lots of unanswered emails and phone calls.
