Transfer of NROTC scholarship?

I received a Marine Option NROTC scholarship in the early board to Notre Dame. I just found out that I was denied admission there. Now I would like to transfer the scholarship the the University of Virginia (an in state school). Given that I live in state, what is the probability of a successful transfer? I can imagine the Navy would see I want to go to an instate school and take that payment over the out of state one, but I wouldn't really know seeing how I'm not the Navy
