Which is better for visiting for closing ceremony: renting a car if you’re staying the day before and leaving the last day, or just taking an Uber where you need to go. It would need to be from BWI to the hotel in Annapolis, then to the Academy, then back to the airport.

This is only my opinion, so take it for what it's worth. And if you ask my wife, she will gladly tell you what she thinks my opinion is worth.
I'd go the rental route. It seems like you are there for 24 hours. Renting a car allows you to enjoy the area and change your mind at any time. You can have all that with Uber, but I feel like you will be in more control of your time driving yourselves.
