Months ago I completed the travel information of how I would travel to West Point, indicating that I would prefer a government paid airline ticket. I received an electronic itinerary via email, but have received no actual ticket number/ticket information other than the itinerary, which states that it is not a ticket. I am wondering if the ticket information will come at a date closer to the departure or if I should be in contact with my FFR about it. Thank you for your information.

Does the itinerary have confirmation number with your flight information? If so you should get another email confirming your reservation just before the travel.

Likely you won't get a physical ticket. Everything is electronic these days. Your itinerary should list the airline, flight numbers, dates and times of your flight. Once you check in (online or at the airport) you will be issued a boarding pass. If your e-mailed itinerary has a confirmation number from the airlines, you can go to that airline's website, enter your name as it appears on your itinerary and the confirmation number, and pull up your reservation. Usually the confirmation is a 6-digit combination of letters and numbers. If that doesn't work, you likely have a group travel agent confirmation number and like mentioned above, you should call Carlson Wagonlit.

Carson Wagonlit won't actually ticket your reservation until three days prior to travel. As long as there is an itinerary and a reservation/record locator number, you are good. Your itinerary should also have Carson Wagonlit's regular and emergency traveler contact numbers on it. Keep that handy all the way through your destination. Welcome to government travel.
