For West Point, FFRs can tell if a candidate is 3Qed or not. In certain cases, candidates never get the determination as their application is considered incomplete. Had a candidate that should be 3Qed, but didn't get a nomination. So after February 1st, his application was considered incomplete and no more review was taken with his file.
