Type-7 Scholarship Question

Hello, I'm going into my first year of college on an AFROTC Type-7 Scholarship. I am hearing different things pertaining to how the scholarship works. My DoDMERB did not go through yet meaning I will not be contracted until it is. My tuition deadline is coming up and I might have to pay the first payment. Is it true that after my scholarship is active it will refund the money I had to pay already for the tuition?

For my son, once the scholarship came through the school finance/bursar office notified him of an over payment of his tuition and asked where to send the check.
