Updated SF 86

So the PTR paperwork site has been updated with instructions for how to log in and fill out the SF 86 online through e-QIP, but the main site has these documents listed as information only & no action is required.
Are we supposed to create an account? Fill out the form? Why would they give us this information for instructions if we aren't going to do anything with it?
Just kinda lost on what to do on this one.

So the website changed again, so it's just the paper SF 86 now like before.

Just fill out the form and have it in print like the checklist says is what I’m doing.
