Just in case you were wondering where the instate tuition laws comes from.

It is found in US Code Title 10, Chapter 103, Section 2107: 5 (c) (1).

I found it... not easy the way it's laid out, but indeed it is in Section 2107, subsection (c), subsection 1.

I don't find the 5 you listed, but it is about a page and a half into section 2107.
