I am one of the CCs for USMAPS. I read on the boot memo that we will be provided the low-quarter shoes when we get to campus on R-day, but also read in an instruction packet from my candidate portal that we have to purchase them ourselves. Do I need to purchase the low-quarters as well as the boots or just the boots in preparation for my R-day?

Pretty much everyone I know bought low quarters and brought them and wore them on R-Day, and then we got a pair issued to us a few days later. Realistically, there's not much the squad leader can do to you if you don't have low quarters and you'll get issued them anyway but you stick out if you don't have them for a few days. They also issue boots but they're crappy so I recommend something from Garmont or Oakley SI Assault boots.
I would check on the low quarters if you are going to USMAPS. USMAPS wears the Army's new AGSU and the shoes are brown. USMAPS is typically in the Army Combat Uniform-OCP 99% of the time. USMAPS 21 cadets only started wearing their AGSUs a couple of weeks before graduation to make sure they fit and then at a couple of awards ceremonies and a ball before wearing it at graduation...
