VMI applying early without ED

I want to get my VMI application done before the Early Decision deadline, but I want to apply as a regular decision applicant. Is that allowed and if so, how do I make that clear? Also, if it is allowed, will I receive a decision soon after or will I have to wait till after the Early Decision notification deadline? Thanks.
 
I'm pretty sure it gave the option to choose ED or regular decision in the application I filled out last year.
