The VP is treated like a Senator. The VP is only allowed to have up to 5 individuals that are tagged/charged to/against the VP at USMA at any given time. So it is very similar to getting a Nomination from one of your Senators or your Congressman.
But..."Due to a large volume of applicants (usually several thousand per academy), the Vice President has authorized the academies to evaluate all applications and rank them according to qualifications." So the pool of candidates may be larger than the state that you reside.
