I saw the q&a file someone uploaded and it said about 1300 people have been given appointments. Since about 1360 people were given one last year, could we expect about 1400 appointments to go out, especially with new things like the cyber operations building?
 
No. USNA is capped by class size by federal statute. Not sure what the number is anymore but 4000ish. And just because last year they offered 1360 that doesn’t mean they had that many acceptances. The Yield was lower than that.
 
They are limited to a maximum of 4,400 Midshipmen. Since each class loses around 125-150 Midshipmen to attrition over the four years, they look for a yield of around 1,050 each year for Commissioning.
Accordingly, they plan for approx. 1,200 in each new Plebe class.
 
My DS was too. I wonder if that means those were some of the first ones to wait list; maybe before they realized they sent out the incorrect year's Q&A. ;) Always wondering!

I am sure that Admissions clearly understands how many offers went out and the historical yield. The wait list is intended to ensure a full class in the event that actual yield is less than historical yield. The new Cyber building doesn't work into the equation at all...as others have noted, there is a statutory limit on total enrollment. (As an aside, I would expect that facilities capacity is higher than statutory capacity ...my recollection is the cap on Brigade size was a little higher back in my day , perhaps 4500).
