Waiver for dyslexia?

My son, a college freshman, earned a Naval Preparatory Program (NPP) scholarship. He had started the DoDMERB process last year as part of his Naval Academy application. His NROTC unit just informed him that his dyslexia diagnosis will disqualify him from Naval service, and that DoDMERB is not providing a waiver. I've read paragraph #4 and understand that this is something that my son needs to handle on his own. Can someone please help me understand what are his next steps?

Thank you, I will have him e-mail. After I posted this the unit got in touch with DoDMERB and then provided some different information to my son.
 
If you wouldnt mind, would you ultimately share what the result ends up being because I’m a senor in high school looking into different military options and I’m curious to know how my dyslexia will effect/restrict me especially in terms of Dodmerb
