Waiver requested and admissions chances?

Hey y'all. Today I was notified that WP requested a waiver on my behalf. I was wondering if this is a good indication that my application may be strong enough for an appointment?

Also, since that means that my file was reviewed, how come my CFA still appears as pending?
 
A waiver from West Point means you are deemed competitive enough for an appointment, and your CFA will be pending until your actual application is presented to the admissions committee, upon there they will either send 3q or not.
 
Ah, I thought it meant the committee already meet and cleared the other two Qs. So one can get a waiver and still be turned down?

To the best of my knowledge, you can get a waiver, get 3Q with a nom, and still be turned down. I read that of all the fully qualified applicants, only around half are offered an appointment due to the limited amount of slots.
