Was I not nominated b/c I was already nominated from another source?

Sorry for the long post.

I got mail from one of my senators and I was wondering if I was not nominated by him since I already had a nomination from another source. I applied for noms through my two senators, my district rep, and the VP. First, Sen Warner said he could not offer me an interview (basically rejected). A month later, I later got an email saying I was nominated by my rep (Gerry Connolly), and two weeks later I got mail from Sen. Warner saying the following:

"Dear [my name]: Thank you for applying for a service academy nomination. An esteemed group of service academy alumni carefully reviewed and evaluated your application and were very impressed with all that you have accomplished. You have obviously worked hard and have the talents, skills, and intelligence to become very successful in your future endeavors.

We received applications from more than 500 highly qualified individuals like you, but unfortunately I have a very limited number of nominations that I can make. I regret to inform you that I am unable to submit your name for nomination to a service academy.

You may have received a nomination from another source. When possible, we coordinate with other congressional offices during the evaluation process to avoid awarding duplicate nominations. This allows us to nominate as many qualified Virginians as possible to the service academies. If you have received another nomination, I am so proud of you!

I applaud your desire to serve in our nation's armed forces. I consider military service one of the highest callings an American citizen can pursue. I encourage you to continue to seek opportunities for public service. I know that you will maintain the excellent level of performance as you have in the past. If I can ever be of assistance, please do not hesitate to let me know.

Does it sound like he would send this to everyone who got denied a nomination or the people who were considered, but couldn't get one to avoid double noms since he mentioned the line "You may have received a nomination from another source.....If you have received another nomination, I am so proud of you!"?
 
It seems like a generic decline, as it's not specific. It indicates you "may" have another nomination and "if" you received another nomination.

So the letter is appropriate for both situations, those that have another nomination and those that don't. At least that's how I understood it upon reading it.

My son was told last year that Northern VA is so competitive, that the representatives share information and you will only receive a nomination from one of those sources. He got the same generic letter from Kaine, an interview with Warner and his congressman, and ended up with a nomination from his congressman.
 
My son received a letter from one of our Senators that specifically gave a congratulations on receiving a nomination to the USAFA by our MOC. And he did not receive anything from that Senator.

In Maryland, it seems that they coordinate their selections accordingly, and don't necessarily double nominate?? Not sure if that is accurate, but may be what is happening in other cases.

Your portal on the SA you are applying to should indicate a nomination and the source if you have been awarded one by a different entity. (Although that letter does seem very generic, in my opinion).

I understand your curiosity, but the answer to your inquiry barely matters. Your kid has a nomination, may have been blocked from additional nominations by the approach to avoid duplicate nominations, and whether everyone received this letter or it was distributed to some select group won't change your son's chances of an appointment. With a nomination, if the SA wants him, he will get an offer of appointment. (Yes, this is a little bit simplistic, but largely the case). Good luck!
 
In UT, DS got MOC nom, Senator Nom, other Senator told him that since he got other Senator nom, he would leave the space open for other nominees. Got appointment.
