I never knew USMA gave out LOAs until reading this forum (to my knowledge, CGA did not do this when I went years ago).
I'm curious what triggers an applicant to get one, and when are they sent out?

LOA should not be the goal for any applicant. However, it does give some indication -- such as if the applicant is very much wanted by SA.

DS received an email encouraging him to fulfill the requirement for an LOA in June 2023.


"In order to be considered for an LOA, I need you to complete 3 things at a minimum in your application as soon as possible:

Official Signed 6-Semester Transcript
Official Standardized Test Score Report
Admissions Interview"

Two weeks after his interview with FFR (near end of July 2023) - he was congratulated by FFR on receiving his LOA.

He received his appointment in the middle of December 2023 (as soon as he got his nomination and pass CFA)
 
It's my impression it's a predetermined candidate score, which may or may not change from year to year, for the early LOAs for USMA. As posted in numerous other threads for this cycle USMA sent out emails about the possibility of obtaining an LOA after sending in test scores, transcript and completing the interview. DS had all of that completed in August. He received a couple of emails about qualifying for an LOA with his ACT score, but it lacked the essay score, so they wanted to know when he would take that, so he could be eligible for the LOA. He let them know he sent in both SAT and ACT test scores, wasn't planning on retaking them and asked if they could use his SAT score. He was told after replacing his ACT with his SAT, he still qualified for an LOA and received notice of the LOA a few days later in his portal.
 
In our experience, this is somewhat of a mystery. Each candidate for USMA gets a Total Candidate Score (I think this is the correct terminology) and based on my DS stats we thought he might have a good shot at getting one. Long story short, he never received an LOA but received an appointment and will be a member of class '28. For reference, his profile is below:
  • SAT: 1510
  • GPA (unweighted): 4.0
  • GPA (weighted) 4.78
  • Extracurriculars:
    • Football (4 years; team captain senior year; all league honors)
    • Student government
    • Volunteer (~160 hours; special olympics coach; tutor; summer camp counselor
    • Summer job
  • He did SLE and interviewed there. At the time, he wasn't sure he wanted to attend USMA so he let the interviewer know he was at SLE to determine his interest. I think this probably worked against him.
Still a bit of a mystery but now, we're prepping for R-Day.
 
I did not receive an LOA to USMA but I know of two kids who go to school nearby who got LOAs. Maybe it’s a regional thing? I ended up receiving an appointment so I guess it all ended up working out.
 
In DS's case, I think it was his FFR interview. His FFR is the head of a private K-12 school who knows very well the area of public school system. Test Score/Transcript sometimes don't reflect academic strength. DS was doing his machine learning internship with a university professor in the summer -- the topic was brought up during the interview.

You require 3 things to be eligible for LOA, which are FFR interview, SAT/ACT scores, and 6 semester transcript. Naturally, it’s possible to assume these are the main things that determine an LOA (and a lot of people speculate SAT scores are a huge part of it), but fact of the matter is that theres a lot of intangibles that go into giving out an LOA.
 
For USMA, LOA's go primarily to recruited athletes and minorities, and these appointments often get charged to the Additional Appointee category. Traditionally, USMA issued very few LOA's other than those two cases, although in recent years the number seems to have increased a bit.

In most cases, it is up to the Regional Commander to determine whether an LOA is in the best interest of admissions. They need to know there is an appointment category to charge the appointment to if the LOA holder does not win the slate. That is why some outstanding candidates do not get LOA's and some less outstanding candidates do get LOA's - a lot depends on the competition of the individual slates. It is not worth worrying about LOA's. They are unpredictable and far less important for USMA than some other SA's.
