White male senior in HS, 1120 SAT/ 24 ACT thus far (still retaking/studying). I am a tri-sport athlete with several leadership positions, achievements, community service, and some others. What are my chances at USMA? I am also applying to other service academies but West Point is my dream school and I would appreciate what you think my chances are.

No one here knows your total stats, read your essays or sat in on your interviews to “know” your full competitiveness. Nor do they know the competitiveness of your other applicants in your District.
Based on what you posted, those test scores are low and you need to study to improve them.
Check the USMA link provided below and review the example of a typical class profile. Then set your goal to be at or above the averages listed in all areas of the profile.

I only have one maybe two opportunities take retake the SAT. I’ll get my score up, but in the meantime I need to work on my application.
 
You can apply to USMA until you are 23. Maintain and build your profile. You can continue to retake the assessments. As a plan "B" strongly consider an ROTC scholarship application. At the end of 4 years taking either path, you will have received one of the best educations possible. Additionally, if you commission, ultimately it won't really matter where you graduated from in regards to pay etc. 8-10000 new Officers every year and 10 per cent are USMA grads. If it's about the prestige, we all understand, but ROTC is not a second best path.

Last year the top three candidates in our congressional district, including my son, were medically disqualified by West Point.
By the time they found a healthy candidate to appoint the SAT score had dropped considerably.

Just do your best and keeping studying.
