I assumed cough drops would be considered medicine and not allowed. Can we send with the appointee on I day or should they plan to purchase from c store if available?

They will definitely be available (and encouraged) from the C-Store, but I don't see any reason you couldn't send any on I-Day. Worst that happens is it's considered contraband and is kept away from the Basic until A-Day, and at that point, they'll have a bag for the ac year.

I would probably just wear this on I-Day, no need to pack anything but some underwear.

No, all OTCs are provided. If you need pain killers, medics will provide.
