What happens with elections?

If this is a really stupid question forgive my political ignorence...

What happens when a MOC/VP is not reelected? Obviously with this being 2008 and elections approaching fast, how are nominations handled? I know the VP will only be in office long enough to handle nominations if they are done before January, or since the academy used VP noms as sort of "trump cards" is it irrelivent who the VP is? What about MOC, how do their noms work, especially in places like SC where some are handled after the start of the year in which the cadet/midshipmen will enter the academy?

sorry that was a little long winded just wondering how this all works...
 
Whom ever is currently in office will nominate for the 2008-2009 year. All congressmen and senators will have their nominations in before they leave office.

For the VP nomination - it doesn't matter their either - the academy picks those anyway.
