When do I submit my NROTC application?

depends on whether you need to bring up your SAT significantly...
If you don't, then you should target 1st Board, which is typically last week of Aug, which means all material in by around Aug 10.
That includes the 3 teacher recs, transcripts, Officer Interview. The teacher recs are typically the section that gets dragged out trying to reach teachers over summer break.
The reason 1st Board is important is that the most popular Battalions (typically popular Private schools) tend to fill up out of the Applicant pool reviewed in the 1st Board.
