Which one to use?

For my Rep, they want three letters of rec, one for academics, one for athletics, and finally ethics/character. For the ethics/character section, I received two from a retired colonel and now JROTC instructor and one from the mayor of my city. Which would be the better of the two to use?

Whoever knows you better and can personally attest to your character.
 
I personally would go with the retired COL. When I sent my letters in for direct commission selection, I chose all field grade officers who knew me very well. High ranking civilians may seem like the better choice because of title alone. The retired COL will know attributes and traits he/she has seen in you that will directly benefit the military.
 
Son used a JROTC Colonel, a varsity coach, and an AP teacher.
 
Use the person that knows you best and can use personal experiences, using rank/name dropping can look a little suspicious. They dont care who its from, but they care how well they know you and what they can attest to your character
