I'm a reapplicant. The high school counselor who helped me with my service academy applications before left my old high school to be a counselor at a different high school.

I emailed her and asked her for help again with my applications, but she said that she can't help me anymore because she doesn't work at my old high school anymore. She directed me to the new counselor who replaced her. Although the new counselor helped me with the other forms, she refused to validate my candidate activities record because she didn't know me in high school, my academic history or extracurricular activities (Which makes sense).

My question is, can my old counselor validate my activities record even if she doesn't work at my old high school anymore?

(I already asked my admissions counselor but didn't get a clear cut answer)

Have you asked the new counselor if she would be willing to validate the Activities Record if the old counselor confirmed your participation? The fact that the old counselor is still a counselor just at a different school and was at your school during your time there should carry some weight.

You could ask another teacher that you had in junior or senior year, like your English or Math teacher as that is what I would do and I know others who have done the same thing and it all worked out for them
