Who Decides Waivers?

Hello. I have been conditionally awarded a 4 year Army ROTC scholarship contingent upon me passing the DODMERB process. I have taken my exams and am waiting on the case results to be uploaded onto the DODMERB site. I am anticipating having at least one or two things that will require a waiver. My question is who decides whether or not to grant an individual a waiver? Is it the individual ROTC program at the school, or is there a larger authority that evaluates all waiver cases? Thank you.
 
From what I've read here it's the larger authority that grants waivers. For example, AROTC could grant you a waiver, while USMA might not. Each authority evaluates each case separately. Maybe some other more experienced posters can chime in!

USMA waivers are decided by military medical doctors at USMA, who process waivers in addition to all of their other duties. That is why it takes so long sometimes.

I presume the same is true of AROTC, but do not know which doctors make the decisions for AROTC. It must be organized into some central or geographically distributed system since each program does not have its own doctors.
 
Each commissioning source makes the decision on waivers. Cadet Command will review and decide with input from the Army doctors.

For AROTC scholarships, the US Army Cadet Command surgeon reviews all waivers and makes a recommendation to the waiver authority who is the Commanding General for Cadet Command.

The Cadet Command surgeon has Army medical specialists to reach out to for difficult cases. In almost all cases, his recommendation to the Commanding General will be the same as that of whatever the Army specialists says.
