If there is a pre-board cut off score its a hell of a lot higher than 400. Most schools get around 20 applicants for each scholarship awarded. The bar would be pretty low with a cut off of 400.

No my DS was not interested in MA. He could have had a nomination from his JROTC because its a honors unit. He went up a grade so he is still only 16, which is a little young for MA in our opinion.
Isn't it pointless to be talking about cut-off scores? A few days ago, I learned from one of you that it's really done by school. Consider the following examples:
TOP-NOTCH SCHOOL
Applicant A -- 999 (WPS)***
Applicant B -- 998 (WPS)
EASY-STREET SCHOOL
Applicant C -- 450 (WPS)***
Applicant D -- 449 (WPS)
Suppose for the sake of argument that each school has only one scholarship allocation, wouldn't then Applicants A and C in the examples above get the AROTC scholarships, while Applicants B and D are left out in the cold? In other words, can't an applicant with a WPS of 450 earn the scholarship before another applicant with at WPS of 998???

My understanding ( and I maybe wrong) is they score the applicants and then decide how many scholarships will be given out for that board. Then they simply find the cut off line and the placement office work through the list.
So lets say they had 1200 scholarships to be handed out, and 1220 applicants had a 880 or higher. Then everyone over 880 would be placed.
