Army ROTC 2nd Board Results!

No - The schools are not supposed to reach out to the winners until after the portal is updated. With that being said, it is very common for schools to reach out. Remember - these scholarship recipients are highly coveted by the schools. There is tremendous competition to attract and land ROTC scholarship recipients.

I am sure this will come up, but in the event that you have not been admitted to your #1 choice - contact the PMS and see if they can help you with admissions. I know in the case of my DS that the scholarship in hand helped push the admission decision over the edge.
My DS received a 3 yr AROTC scholarship with the 2nd board and schools that my DS never even considered much less applied to are emailing him with all kinds of incentives if he chooses their school. It’s crazy.

Guaranteed money definitely talks.

Back in 2014 I remember thinking our DD had a really good shot at the AROTC scholarship during the first board. She had a super-scored 800 CR and 740 math on the SAT at that time,, an unweighted GPA of 3.96 and weighted at 4.88 with her honors course and ranked #1 in her HS class. She was 4 year team captain for volleyball, 2 year first team all-state volleyball team and varsity letter winner in 3 more sports. She also has several other leadership positions and EC's outside of school. She had gotten a NROTC scholarship very early in their scholarship cycle. She didn't get the AROTC Scholarship during the first board, or the 2nd board. She finally got a 4-year on the 3rd board to her #1 School. As I wondered about it, I figured she must have scored lower on the CBEF Survey. At the time she went through the process, I believe it was worth 250 points out of the 1400 scores of the total (equal to the score of the ACT/SAT, more than the PMS Interview score and more than the Physical Fitness test). You will never know the results of that, so it is hard to say. I know it's hard to be patient, but keep working on other civilian scholarship applications as you await the results of the other AROTC boards and USMA.

No, she pulled her applications to USMA and USNA once she discerned that she wanted a more traditional college experience. After getting both the NROTC and AROTC scholarships, she decided to do NROTC at the University of Notre Dame. She did not apply to USAFA or AFROTC.
 
Boarded in the context of this discussion means reviewed by the Board. So all of the applications in by the 1st board were Boarded (reviewed and scored). The candidate will be given a score (OML) and put in a pile. Winners were selected based on the OML. Those applications that were not selected WERE NOT reviewed again during the 2nd Board. After all of the applications that were submitted for the 2nd Board are scored (OML) they are put in a pile with the ones carried over from the 1st Board. Based on the OML, scholarships are awarded. Same process for the 3rd Board. This is the reason why you should only submit your packet when it is absolutely the best possible packet.

For sharing sake, I received a 4 year full tuition army rotc scholarship from the second board as well. I received a email and my portal said in it "WINNER!". I received this FEB 5th, 2021, so I don't know if I heard back early or you are hearing back late. All the same, congrats, congrats. I've really been looking at the Army ROTC program at Wake Forest!!

Your application will not be reviewed again. Your OML is simply compared to other boarded candidates and scholarships are awarded based on the OML. Highlighting the importance of submitting your application when you have the best packet.

You have it right. If you submit and are reviewed (boarded) for the first board, you just sit back and wait to see if you are awarded for the 2nd and 3rd boards. Nothing else you need (or can) do at that point. (to be totally accurate, you can submit and update new ACT/SAT and PFA scores to move up the OML a few points).
 
My DS was awarded a 3-year AROTC to Texas A & M, Norwich, or VMI during the 2nd Board. We flew down and visited A & M this past week, and seems like a great fit. He hasn't been accepted to A & M and was waitlisted. The Corp is going to admissions to see if they can help. We are out of state is one of the challenges. He has a 3.93 and 30 ACT with a good physical fitness score wanting to major in history, so we hope they can help, and it won't be that much of a reach. If they can't, and we have to select a school next Friday and select A & M can we change it to a different school if not eventually admitted?
 
A&M Corps leadership was very helpful last year when my DS was in a similar position.

With regards to your 2nd question, CC is very accommodating when requesting a scholarship transfer. All if the relevant information regarding this is in the portal.
