With the Army scholarship, the candidate is asked to apply to 7 colleges. With the Navy Scholarship, the candidate is asked to apply to 5 colleges. The colleges all require deposits (some also require housing deposits) if you are accepted and want to hold a spot. However, it is quite expensive to send deposits to all of those schools if you are accepted to them all (some do not offer refunds). If you are waiting on the Army or Navy Scholarship decisions (which they determine the school where you can use them), then what do you do? That is a lot of money to lose if you put down the deposits to hold the spot. If you don't put the money down, you can lose the spot and the scholarship may be for that school.
The Army notifications can be as late as March and the Navy can go into May. That makes it really late to be reserving a spot and making preparations.
