Gov. Shutdown

    Does anyone have an clue as to what will happen at the school if a shutdown happens...Our DS said school will be closed..when will they know for sure, how long will it last....Thanks

    When the shutdown happens,

    - active duty military members report to duty, gets paid later
    - contractors that are already funded by contracts from FY 13 still report to work
    - federal government employee go home unless they are classified as "essential." From my read, SA instructors are not considered as "essential."
    - personnel that are paid by non federal funds, can still work.

    So, more than likely you DS will have no classes.

    Personnel Summary

    • Life and Safety excepted positions: 20
    • Positions funded by multi-year appropriations, indefinite appropriations, or contract authority: 351
    • Positions supporting lawful continuation of other functions (e.g., support for Life and Safety positions): 8

    Positions to be Furloughed: 451
    Total Positions: 830

    Summary of Continuing Operations

    • MARAD functions that would continue during a lapse in appropriations extend to maritime life safety and securing vessels of the U.S. Government. All other functions will not be continued, including: Environment and Compliance; Intermodal System Development; Business and Finance development programs; USMMA operations; and administrative support programs, other than those sustaining continuing operations.

    • Positions required for the safety and welfare of U.S. Merchant Marine Academy (USMMA) midshipmen on campus will be required for the initial period of the lapse of appropriation until the midshipman can be sent home. Under a short-term shutdown, midshipmen would remain at the USMMA, but they would not attend classes. If a shutdown persisted over one week, then midshipmen would be sent home. Midshipmen at sea would remain at sea under a shutdown.
    • Emergency and disaster assistance involving the safety of human life or protection of property would continue.
    • The no-year funded Ship Disposal Program could continue operations utilizing carry-over balances.
    • The no-year funded Maritime Security Program could continue program operations using carry-over balances.
    • The reimbursable National Defense Reserve Fleet (no-year DOD-funded), including the Ready Reserve Fleet, could continue
      program and administrative operations using carry-over balances.
      Under Title XI, MARAD employs private contractors or the Reserve Fleet facility in husbanding some defaulted Title XI assets. These services would continue, as a failure to maintain these services could jeopardize life and safety.

    Summary of Suspended Activities

    • Administrative support functions would cease, other than those related to Life and Safety support and those associated with the no-year and reimbursable programs mentioned above.
    • Program support for Environment and Compliance (MAR-400), Intermodal System Development (MAR-500), and Business and Finance Development (MAR-700) would cease.
    • USMMA operations would cease, except midshipman Life and Safety support.

    Assessment of Liquidating Cash (Trust Fund Agencies Only)

    • Not applicable.

    Special Circumstances

    • The USMMA is in session year-round, with only limited breaks between terms. An extended lapse in appropriations could significantly disrupt the school’s academic schedule, making adjustments difficult to accommodate.

    Suspend classes and send everyone to sea for the shutdown. Operating costs go to almost zero and all the mids get extra sea days.

    Acting Maritime Administrator Jaenichen and I are hopeful that we will not see a lapse in funding at midnight on 30 September 2013. We are making plans so that we are prepared if that situation comes to pass. In the event of a partial US Government shutdown, the Academy will immediately cancel all academic classes. The faculty will be placed on furlough. We will initially keep the Midshipmen on campus under the supervision of the Commandant’s staff. The Commandant’s staff will not be furloughed as long as we have Midshipmen at Kings Point. Food service and Health Services for the Midshipmen will not be affected by any Government shutdown. In the event that the Government shutdown appears to be long-term we will institute a liberal liberty policy for the Regiment which means they will be allowed to leave the Academy and remain on liberty until recalled at the termination of the shutdown. If a Midshipman decides to accept the liberal liberty option, travel will be at his or her own expense. Those choosing to go on liberty will not be allowed to return to USMMA once they depart until recalled by the Commandant. The decision to initiate the liberal liberty policy will be made on Thursday 3 October 2013. Midshipmen that choose not to leave the Academy will remain at the Academy under the supervision of the Commandant’s department.

    Midshipmen at sea are not affected by any shutdown. They will continue to sail. ATR office will continue with limited staffing.

    Know that the welfare and safety of the Regiment of Midshipmen remains a top priority. Thank you for your understanding and support during this period of uncertainty.

    Shutdown continued

    Will A splits, about to finish trimester, go to sea early? If so, how will they complete the academic period?

    Don't have the answers yet about the A split. Nothing is cast in stone yet. It is a fluid situation and there are different plans depending on how long, if at all, the govt. shuts down. I will update as I get word from Admin.

    Interesting, as I don't know how anyone would know how long a shutdown will be, until it ends. My own hunch is this one goes on for quite some time until the Senate caves.

    yep no one knows that is why KP is not issuing long term plans yet. They will take it day by day and I'll keep updating parents :)

    :frown: Do things like the appeals process continue during these kinds of shutdowns? We certainly hope there won't be any negative impact on students appealing things this week (or would that wait until the shutdown is over?) Our DS is in a world of hurt and was supposed to have his appeal this week. We just sit in the dark as parents since our kids are over 18, as you know. It's the waiting that gets to you. But, since a shutdown isn't a normal everyday thing, I am sure that KP has to figure out how to handle all its procedures as they learn how to handle the whole shutdown itself. Such a mess - don't get me started about government.

    My guess is no. Most of civilian staff will be furloughed, so unless everything will be handled by military personnel, they won't have folks to conduct the proceeding.

    Also, essential, or "exempt" personel who are NOT furloughed may not take on responsibilities of the people who are furloughed.

    Norcalmom....keeping you and your ds in my prayers. Now, think about what good thing you will do for yourself when this is all over.....and for your son too.

    I would say that since the Commandant staff, Admiral and ATR offices are working with a reduced staff any nonessential (ie, appeals, disciplinary boards etc) will be put on hold too.
