Apparently that number came directly from the superintendant. It was shocking news to me... but class size reductions are inevitable with the all the budget cuts and the economy in shambles.
On the bright side, since 4400 cadets is the target, and ~1100 cadets in each class (2012, 2013, 2014), that would put the number next year at ~4000. So MAYBE it might return back to its normal 1400 appointments for 2016 to keep that number around 4400. But that's just my own reasoning.
