You’ve already pinpointed it. Some elected officials choose the method that reserves the most power for themselves.

Of course, the SA determines who is fully qualified.
 
Congress set up the nomination system. As you correctly point out, the ranking system gives them more power (for those who opt to use it). Why would they want to change it?

Also, it's hard to get any impetus to change the current system. Only a tiny percentage of constituents cares -- and they typically care only for one year. And the MOCs aren't complaining. Not likely to be a high-priority action item.

My original question about principal nominees still waiting was 10-days ago, so I'm interested to hear if there's any updates. Principal nominees, are you still waiting?
