Interesting.I concur although finding "official" documentation was tough. I did a quick search and found confirmation of 3 years active/ 8 years total at http://www.military.com/ROTC/1,15281,nrotc_scholarships,,00.html

So Navy ROTC is 5 years AD for Scholarship recipient, and 3 years AD for non-scholarship...
Army ROTC is 4 years AD for Scholarship (of any length...4,3, 2.5, 2) and ?? years AD for Non Scholarship. Upon being disenrolled, the Non-Scholarship cadet, per Section 5a, owes 2 years of Active Duty service per this contract: http://armyrotc.missouri.edu/pdfs-docs/Forms/a597.pdf
That same contract says the AD commitment for a Non-Scholarship cadet is "for the time prescribed by Army regulations", but does not specify exactly what that is.
