Yes! Also, Silver/ Ranger in Venturing, Gold in Girl Scouts, and Quater Master in Sea Scouts. And many others!

Perseverance
Activities where candidates have participated for years and have progressed, and now lead, in some ways emulate the Midshipman experience. A good thing to the admissions board.
The admissions board likes to see persistance and perseverance, since the USNA experience is a four-year marathon. Eagle Scout is particularly telling since it takes years of committment and gets most difficult when many peers are no longer interested or participating, and some may ridicule "playing scout" when in high school.
