Application wise the MOCs traditionally ask to rack and stack their nom requests...in other words, place USNA as 1, AFA as 2, WP as 3.
They than take that into consideration.
There is always a great debate about racking and stacking re: should I list AFA for Sen A, USNA for Sen B, USMA for Cong C....or should I just place USNA number 1 for all of them.
I would say, it is also important to see how competitive your state is re: noms. Some MOCs talk, some don't. The one thing I will say is I have yet to see any MOC give a nom to multiple SAs. In other words, Sen. A gives you a nom to USNA, USMA, and AFA. Traditionally, they will only give you one nom to one SA.
