Hello, I am from California and I have finished my WP application.
People have been saying they received a 3Q letter. What is a 3Q letter?
How does it come? Mail? Does it appear on the portal?
How long does it take?
 
The 3Q letter is from West Point (will appear in portal) and it basically means you qualify for acceptance, but haven’t been officially accepted yet, those come in February. The letter means that you passed the fitness and medical tests and met academic and character standards. I got mine about a week and a half after I finished my fitness test.
 
Among candidates who are 3Q and hold a nomination, roughly half receive an offer of appointment. So a giant step forward for anyone who gets that letter.

Do you need a nomination as well to get a 3Q letter?
 
To receive an appointment for any academy (except USCGA no nomination) you must be found 3Q and have a nomination.
 
How long after completing an application should a 3Q letter arrive by?

It depends. You might not receive one at all; I think it varies by RC. I did not receive one and after about 2 weeks I checked with my RC and they said my file was 3Q and ready for an appointment (LOA + 3Q + nom). But I never got any 3Q letter and am still patiently waiting for an appointment.

Often times the letter is simply posted in the applicants portal. Not necessarily mailed. If memory serves, the 3Q letter in the portal was announced by an e-mail from the RC. We are in CA too so the process might well be the same. The RC is still the same.
