A couple observations in my unqualified opinion.
  1. The Xfers aren't expected to continue in exact same pipeline after getting pinned so there is likely some priority to favoring the conventional. IE, they need so many to continue to DH level and they've found that getting "sexier" port/ship choices early lead to better retention? I also think that USNA likely wants to favor Conventional as well with this approach, so as to help make it look desirable vs the bottom of bottle swill.
So this is now my #1 reason over my others above. Of course SWO would want conventional SWO to have a better chance at "sexier" ports, and I agree with that thought. Support the ones that want to stay SWO. Atleast right now šŸ˜„

I also noticed that there were less "leftovers" at the end from last year.
 
Anyone have guesses as to why they make certain SWO DIVO conventional or Nuke only? Are the Nuke only DIVO's more related to engineering/mechanical? To spread out the SWO-Nuke options around the ports? I really have no idea. I get that they have SWO's with options for Nuke, EDO, and others. I'm just wondering why the limit port options for these JO's.
More based on what billets are available and some bits of policy.

SWO nukes will not be conventional engineering DIVOs (or CHENGs later on). They will get their engineering time in reactor only.

SWO-options are specifically IW options and will go to platforms with a larger IW presence: CVN, LHD, and LCC. CVNs don't actually have any first tour SWO billets, and those are only on the board for the IW options. LCC and LHD do have a small number of first tour SWO billets that need filling.

EDOs can go anywhere; any pattern you might see is coincidence.
 
For the knowledgeable...

When looking at the 4 DDGs in Rota last Spring, there were 2 with 3 slots and 2 with 2 slots for USNA, and then NROTC had the reverse. So, each ship had 5 slots for the Spring cycle. This year, 2 had 3 for each and 2 had 2 for each, so 6 slots and 4 slots. (one HI DDG only had 2 total slots available). What are the probable reasons for that? I would have assumed each DDG has generally the same number of overall slots for 0-1s each year.

Are there certain DDGs that have more space for Newbies?
 
Lots of different reasons. Maybe a OCS class filled in some later spots that still have JO's in. Some of it, I would guess, has to do with berthing in the ship. Some of those that got a slot last spring are likely still on the ship as JO's. Other reasons also. It isn't a situation that every ship turns JO's over in less than a year, so needs new ones every spring. 1st sea tours can last for well over a year for SWO's
