DS was asked to submit 7th semester transcripts as soon as possible. Does this mean that his application has already been reviewed and that it will be reviewed again once the updated transcripts are received? Is this a good sign?

7th Semester grades are required. I think Admissions just want to make sure that your senior is on track (or not).
 
There are several possible explanations. Try to avoid overthinking and simply provide the requested information.

A good signal can be one of the outcomes that has your son receiving an appointment offer.

If your son is still hunting for that elusive offer, then have him submit his 7th semester HS grades asap. Submitting his updated transcript does not guarantee the appointment offer outcome.

This is a frequent request year-to-year. Some applicants are asked to submit them; some aren't. I'm not sure any of us (including BGOs) has figured out why the request goes to some and not others. Anecdotally, there does not seem to be any correlation between receiving the request for 7th semester grades and receiving or not receiving an offer of appointment.

Bottom line: I would not take it as good news . . . or bad news. Just another data point. [That said, if your 7th semester grades are a disaster -- as in totally out of line with your first 6 semesters, that could be a problem. Small differences are unlikely to make a difference either way].
